Questions about Maddox w/ Beast

Can anyone tell me if the decay rate on weapons decreases as your skills increase?
Why do I ask? I've been skilling with a Maddox IV and Beast for a few days now and at first I would burn 30K ammo before I had to repair my Maddox. I just got done with another 30K ammo run and my Maddox was still at 25%.
This could mean that before I was looting a ton of ammo that may have made me burn more then 30K... to hard to keep track of...
Any input would be appreciated...
