Regarding decay in values of sweat

I saw a post where someone looted a sword - Clit Click or soemthing and they did 1 hit and calculated the decay to many decimal places including some value of sweat.

That test isn't my question... my question is can someone please explain to me in almost painstaking detail... how when I right click on my sword and it tells me that it's tt value is 37.03 - I hit a combibo once wit hit and it has a value of 36.86

Where did the multiple decimal places and/or adjusted sweat vallue come from?????

1. Put item in TT window (don't sell, obviously )
2. Note the value in PECs - let's call this value a1
3. Add sweat to the window until the TT value changes up 1 PEC (sweat must be in one stack only)
4. Note EXACTLY how many sweat was required to change the value - let's call this value b1
5. Go and use the item once
6. Repeat 1-4, recording the values a2 and b2

Now with these values you can use a formula to calculate the decay:

Decay (in PECs) = (a1-a2) + (0.001 x (b1-b2))

I'm not 100% certain that's the correct formula - the 0.001 should be the TT value of one bottle of sweat. 1000 sweat = 1 pec, isn't it?
