inserting skill implant

I bought a fully loaded power fist skill implant and need help in implanting this item. I have the necessary tools but just can't seem to get the skill implant to be inserted

Drag the skill chip onto the implant inserter in your inventory. Then equip the inserter and use it like you'd use another tool.
